二、申请人的资格要求 2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：促进中小企业、监狱企业、残疾人福利性单位发展。
(b)Qualification requirements to be met to implement government procurement policies: Promote the development of small and medium-sized enterprises, prison enterprises, and welfare units for people with disabilities.
(c)本项目的特定资格要求：2.1本项目不接受联合体响应。
2.2本项目专门面向中、小、微型企业进行采购。中、小、微型企业应当按照要求提供《中小企业声明函》。
2.3未被列入“信用中国”网站(******)失信被执行人名单、重大税收违法案件当事人名单和中国政府采购网(******)政府采购严重违法失信行为记录名单。
2.4法人的分支机构以自己的名义参与本项目采购活动时，应提供依法登记的相关证明文件和由法人出具的对本项目采购活动承担全部直接责任的授权书；自然人应提供身份证明文件。
2.5本项目不允许转包。
(c)Specific qualification requirements for this program: 2.1 This project don't accept consortium responses. 2.2 This project is designed for by small, medium, and micro enterprises. Small and medium-sized enterprises should provide the "Small and Medium Enterprise Declaration Letter" as required. 2.3 Not included in the list of dishonest persons subject to enforcement on the "Credit China" website (****** gov.cn), the list of parties involved in major tax violations, and the list of records of serious illegal and dishonest behavior in government procurement on the China Government Procurement Network (****** gov.cn). 2.4 When a branch of a legal entity participates in the procurement activities of this project in its own name, it shall provide relevant legally registered certification documents and an authorization letter issued by the legal entity to assume full direct responsibility for the procurement activities of this project; Natural persons should provide identification documents. 2.5 Subcontracting is not allowed.

Other Supplementary Matters******财政局《关于上海市政府采购信息管理平台电子招投标系统正式运行的通知》（沪财采[2014]27号）的规定，本项目采购相关活动在上海市政府采购信息管理平台（简称：电子采购平台）（******财政局建设和维护。供应商应根据《上海市电子政府采购管理暂行办法》等有关规定和要求执行。供应商在电子采购平台的有关操作方法可以参照电子采购平台中的“在线服务”专栏的有关内容和操作要求办理。提交响应文件时间截止后，实质性响应采购文件的供应商均参加磋商。实质性响应采购文件的供应商不足3家的，本次采购失败；其中，实质性响应采购文件的供应商只有2家，但是符合财政部文件规定情形的，竞争性磋商采购活动可以继续进行。请各提交响应文件的供应商法定代表人或其授权代表于规定时间在采购代理机构出席磋商会议。请携带法定代表人授权委托书、政府采购专用CA认证证书等出席磋商会议。
According to the Notice on the Formal Operation of the Electronic Tendering and Bidding System of the Shanghai Municipal Government Procurement Information Management Platform (Hu Cai Cai [2014] No. 27) issued by the Shanghai Municipal Finance Bureau, the procurement related activities of this project are conducted on the Shanghai Municipal Government Procurement Information Management Platform (referred to as the Electronic Procurement Platform) (website: ****** ）The electronic bidding system will be implemented. The electronic procurement platform is constructed and maintained by the Municipal Finance Bureau. Suppliers shall comply with relevant regulations and requirements such as the Interim Measures for the Administration of Electronic Government Procurement in Shanghai.
